Ingredients

  • 1 cup all-purpose flour
  • 1/2 cup cocoa powder
  • 1/2 cup unsalted butter, melted
  • 1/2 cup granulated sugar
  • 1/4 tsp salt
  • 1 can (14 oz) sweetened condensed milk
  • 1/2 cup brown sugar
  • 4 tbsp unsalted butter
  • 1 tsp vanilla extract
  • 1/2 tsp sea salt
  • 1 cup chocolate chips

Instructions

  1. Preheat oven to 350°F (175°C).
  2. Mix flour, cocoa powder, melted butter, granulated sugar, and salt in a bowl.
  3. Press the mixture into a lined baking pan.
  4. Bake for 10 minutes, then let cool.
  5. Cook sweetened condensed milk, brown sugar, butter, and vanilla in a saucepan until thickened.
  6. Pour caramel over the crust and sprinkle with sea salt.
  7. Melt chocolate chips and spread over caramel.
  8. Chill for 2 hours before cutting into bars.
